In Pennsylvania, compliance with the Uniform Construction Code (Section R310) is not optional—it is a critical safety requirement for any habitable basement space.

Key PA Code Requirements
- Sleeping Rooms: Every basement sleeping room must have at least one operable emergency escape and rescue opening.
- Sizing: Openings must provide a minimum net clear opening of 5.7 square feet (or 5.0 square feet for grade-floor openings).
- Accessibility: The window sill cannot be more than 44 inches above the floor.
- Operation: Windows must be operational from the inside without the use of keys, tools, or special knowledge.
- Window Wells: If the window sill is below ground level, a window well is required with a minimum horizontal area of 9 square feet.
